Here at Soleil Association Management – SAM, if you prefer – our slogan is “local management for local associations.” As the phrase suggests, we provide same-city management to HOAs in the Las Vegas Metropolitan area. Founded in 2015 and located at 5096 W. Post Road, near South Decatur and the 215, we now oversee the daily operations of nearly 30 homeowners’ associations in Southern Nevada.

We take pride in being personal, accessible and prompt in responding to and caring for our HOAs. It is our firmly held belief that local HOAs thrive under local Soleil Association Management guidance. Our specialized knowledge of city and state laws and regulations gives us a decided advantage over absentee management, and we can conveniently work with board members at your place or ours.

To give you an idea of our professional standards and educational processes, each of our associates undergoes rigorous classroom training to become provisional managers. After two years they become licensed community managers that can capably lead your association.

We are also committed to helping our communities reach their fiduciary goals by keeping an eye on spending, helping them stay within operating and reserve budgets, and reducing expenses. No community association can be successful without a strong accounting component, and our team of financial professionals (including multiple in-house CPAs) has the experience and education to account for every dollar.


From startup through transition to completion, we deliver effective HOA management services to developers all along the way. We work closely with developers in a variety of important capacities, from reviewing government documents prior to recordation to preparing preliminary budgets to starting administrative work for filings with the secretary of state and ombudsman.  We also monitor important community milestones, including board elections, and participate proactively to reduce costs and head off challenges before they occur.

Once the community transitions seamlessly from the developer to a homeowner board, we don’t stop there. We assign a highly trained community manager to oversee all the details, including but not limited to governing documents, meeting attendance, compliance inspections, bid acquisition, policy enforcement, and preparation and distribution of notices, reports and meeting minutes.

As a local management company for local communities, we carefully tailor strategies to best suit the specific needs of each association and give our communities the individual attention they deserve.


Shelley Leobold, SCM

Vice President

Shelley Leobold - Vice President Soleil Association Management

Shelley is an expert in community association management, having served in a multitude of leadership capacities for a variety of associations over a 15-year career. She has an extensive track record of developing community manager training programs and establishing management procedures and guidelines.

Shelley has succeeded in using old and new techniques to deliver exceptional customer service to countless HOAs throughout the Las Vegas valley. As a former two-year president of her own HOA, she understands the expectations of board members and consistently exceeds expectations.

Shelley holds a Nevada real estate license and a supervising community manager certificate. She was a founding member of the Nevada Association of Community Managers and is presently a member of Community Association Institute.

Richard Rodriguez, CMCA

Richard Rodriguez is president of our parent company Soleil Management, which he formed in 1999. He is responsible for the property management of resort properties in Hawaii, Orlando, Palm Springs and Las Vegas and for community associations in Hawaii and Florida. Richard oversees a work force of about 800 employees and annual budgets of approximately $95 million.

He received a B.A. from the University of Nevada, Las Vegas, and holds a Nevada Real Estate license.

Richard is a member of the American Resort Development Association (ARDA), the national trade association for the vacation ownership industry; and the Community Associations Institute (CAI), the national organization for community associations.

Robert Wagner
Chief Financial Officer

Robert has more than 20 years of experience in real estate development and property management. A CPA, he also holds a real estate license and a property management certificate. He spent two years in public accounting before moving into the resort management industry.

Robert began his career with us as our assistant controller in 1999 and was promoted to controller in 2002, later becoming Chief Financial Officer. He holds a master’s degree in accounting from Southern Utah University. Robert also has an extensive background in construction. He ran his own company for 10 years, during which time he built custom homes, commercial buildings and churches.
